What to do!? Cheapest Real HP gains w/o Turbo
I want to do an NA Drift build for my IS but i dont want to do exhaust/header & definitely dont want to go Boost right now....So what else can i do to get some real HP gains? What is the most cost effective but HP gaining upgrades?

You dont want to go boost and you dont want to install headers/exhaust but you want HP gains That makes zero sense my friend. If you think theres anything else you can do, I recommend you get to searchin.

Bro, just do a GTE swap and do a BPU setup, this will guarantee you reliability and you'll have more than enough hp to slide. If you do a NA-T build, you should stay away from kits and piece together your own setup. You can choose different brands and it can possibly even be cheaper than buying a turbo kit. The GE can hold a lot of power, you just need to buy quality parts and not be a cheap *** like some people do when they want to boost their car.

if you unplug all your vacuum lines its a 25hp gain
and if you swap your fuel return and fuel-to lines thats like another 15
but on a real note, Nitrous Oxide its amazing stuff

A 2JZGTE swap from a Supra. BPU ( basic performance upgrades) full exhaust, intake, boost controller. I wouldnt go with that but its possible. I say that because the GE block doesnt have oil squirters so if you put a GTE head on it will have the squirter holes. Its too much of a hassle for such little hp, you'll be better of just swapping out the GE internals for GTE's. The GE head is proven to hold 600+.
