Im not sure what it is, but it's different between the IS250 and IS350. They are interchangeable as far as fit, but the IS350 has larger diameter tubes due to the increased displacement. If your really that interested I can find out for you, or you can contact PPE and ask.

Well I have a 250 but still just wondering because I was debating or seeing what the difference between the size diameter of the piping compared to Megan Racing

As I understand it, Megan Headers use the same piping for both the IS250 and IS350. Using the same size tube for both engines is not optimal for scavenging of the exhaust gases. PPEs are sized differently to optimize scavenging for each displacement.

Carb legal headers are not worth the money just get mid pipe if you are that concerned with legalities because its a lot easier to uninstall and install that than headers if you have to.
I had trouble getting my car smogged with a carb legal header in my old acura integra. Smog shops didnt wanna test even though they had the carb legal plaque. The first two places I went to didnt wanna do it. CA sucks when it comes to smog rules. But like said on top, you just need to find the right shop and they will take care of you.

What are the typical gains seen on PPE headers? I'm wondering whether I should save for these or look elsewhere.

Headers doesn't initially hurt your car...however restrictions are there to prevent the engine from getting damaged...by adding headers you open up more flow to the engine, relieve some back pressure and of course leads to more torque..while doing all that the valves are working harder as well so be mindful of needing value adjustments after a while if you constanly running the car hard...also be sure to never let it run low on oil or coolant bec it is quicker to blow the head....as long as your are on top of it and not racing everyone like you have a ricer civic then you will be good for the occasional fun driving
