Default shifting questions

I have a 2010 IS350
When I use the paddle shifters for down shifts, it stays in the lowest gear I shifted to, and it never upshifts on it's own. Is this normal?
Thanks in advance

I have an 08 Is250 I don’t really know what you mean when talking about downshifts but no it does not shift by itself when you have it in the sport mode

This is when it is not in sport mode. As I shift down from lets say 5th to 4th, the car will not go back into 5th unless I shift up.
