What is the best way to add HP for UNDER $1000???

Though I haven't yet done so, the best way to add "perceived" horsepower for a little over $1K is a higher stall torque converter. Other than that, SRT claims some quite interesting numbers--mostly on the high end of the RPM range--for their intake/ECU kit for <$1K, though the real-world validity of those numbers has been in dispute on this forum for years. Exhaust won't buy you much, nor will an intake without some type of ECU to adjust the fuel mix.
The winning combo seems to be exhaust, intake w/ECU, torque converter, and limited slip differential to get the most out of a naturally aspirated GS.

I would agree. The most bang for the buck as far as HP numbers is concerned is nitrous. Beware that nitrous is not an easy tuning mod to do correctly. Some kits are better than others, but all have some level of tuning for maximum efficiency.
Short of nitrous.....intake/ecu adds a good bit. The TC is more for throttle response than anything else, and it comes over the $1k mark when it's all said and done as does the LSD. Personally my vote goes for the intake/ecu from SRT for a daily driver.
