Default 2JZ Swapped GS430 Fuel Smell

I have 2JZ swapped GS430 and am getting a strong fuel smell in the garage. The smell does not go away no matter how long it's been since the car was driven. It got so bad I had to move the car outside.

It seems to be coming from the driver's side strut tower area. We capped off two lines that we believe to be EVAP lines (arrows point to what we capped), but there hasn't been a change in smell.

Any thoughts here? I put it on a lift and there is no fuel leak or anything else that looks out of the ordinary.

I purchased the car and got it home about 3 weeks ago. Has been this way since it arrived.
