You could use photoshop or some type of photo editing, even paintbrush would work, once its opened in there, goto:
IMAGE/// Sketch/Skew
Then reduce it by 50% or so,
There are other ways to do it too.

For those who do not have photoshop and do not wish to spend half the cost of your computer to get photoshop, you may try free image editing software such as the the one provided by google:

Oh yeah, also, when you resize your photos using any software, I strongly recommend saving the new edited/resized image as a new file. Once you shrink an image, it is going to be tough to maintain its quality if you want to enlarge it again.

You should defintely use Microsofts Image Resizer program. Just right-click and tell it what size you want to have.
