Two programs I use to make animated gifs:
1. Macromedia Flash:
PROS: endless possibilities
CONS: expensive software, very high learning curve.
2. UnFREEz 2.1
PROS: freeware, low learning curve, drag and drop, fast.
CONS: animated gifs are shown more like slideshows instead of smooth animations.

I use UnFREEz for quick animated gifs. For more complicated and smoother animations, I choose FLASH.
UnFREEz is not a bad software at all. It is possible to make a smooth animation out of it by using more image slides (like traditional cartoons).
