As far as I know, there are no, "on and off" functions on the AC to the rear of the vehicle. you may want to check the vent opening to the rear (located on the rear, lower part of the center console, aimed to the back seat), and make sure they are open. The "****" located on the middle of the vent should be toward center. if they are shifted away from the center, all the way to the outside, it is most likely they are closed. If so, just shifted toward the center.
Also check the air flow (direction) of the vent on the controls. you will "feel' it more when the arrow is pointed toward the person, VS, up to the windshield or to the floor.
Check page 421 of the owners manual. Other then that, take it to the dealer and see if there is an issue that is beyond the user's control.
