Canadian dealer will tell you they can't get it. I pressed them on the issue and they came back to me and told me they can get it and their cost is $699 plus programming. I told them I will get the card from the US and they agreed to program. Cost to program is approx. $100. I had one of these for my old IS250 and am going to be getting one for my 2016 RC350.

every vehicle model has a different part number and use a different set of signal frequencies, you can't just go on ebay and grab one at random.
you need to contact a Lexus dealer and get the correct part number for your make and year.
a 2015 Lexus RCF uses these part numbers:KEY CARD PART NUMBER FOR 15 RCF: 89904-24020 SHANK PART # 15 RCF: 69515-30350
one is the card, the other is the physical key that goes into the card.
Those only work on a 2015 RCF, NOT ON ANY OTHER MODEL INCLUDING THE RC350.
go to your dealer, get the part number for your year and model. Then google the part number and you will find dozens of sellers, prices from $150 - $700. I got mine from my dealer for 2 reasons. 1. they price matched a internet dealer (not ebay), at $200 AND 2. they guaranteed they would work and I would not have to pay for them if they didn't, mine are getting programmed in 2 weeks, I have full faith they will work because my service advisor has an RCF and these are the part numbers he bought and programmed for his.

yes my point was the part number I listed was specific to the RCF, the RCF and RC350 both have them but they are different part numbers, use the wrong part number and they most likely will not work on your car.

I'm assuiming this (the shank) something you can ebay order. When I needed a BMW key, I had to show up, in person, with id and proof of ownership, and the key came from the factory.

from the dealer it will come precut as you have to show ownership and provide the key-code, from ebay some of the sellers will pre-cut if you provide them with your key-code (I would never give that to an ebay seller myself).
