People say the brake pads/rotors for the 2015-2020 and 2021+ are the same, but from 2021+ the rotors (non ceramic) and OEM pads (for non ceramic) have different Lexus P/Ns. Has anyone physically compared the brake pads from a 2021+ and 2015-2020? Case and point, the OEM front pads for the 2015-2020 are around $330 while the 2021+ front pads (non ceramic) are over $1k.

Probably just revised and superceded part numbers. The pad backing plates are physically the same, since the calipers haven't changed, and will fit all years. This is the normal non-carbon brakes.
Actually I just checked a parts website and they seem to have part numbers all over the place. The pads listed for 21+ are only TE/FE carbon pad options, it's like they forgot about the base model. If you want oem pads, just order from the 2019 parts listing. Though a lot on here will tell you to just go with an aftermarket option since we have quite a few choices these days.
