I honestly have never noticed if my trunk opens all of the way or not. But it's not heavy enough for it to really matter to me. I'm usually in the heat and I think I have to lift it myself.
Now my 10' RX 350 power rear hatch has trouble staying open on cold days. Which sometimes results in me getting smacked on the head if I'm not paying attention while I am under it.
My 07' 350z hatch was the same way. It wouldn't stay open on cold days.
Temperature appears to be the common denominator.

non-CF wing here, and mine pops all the way open as I said above, except in extreme heat, the weather stripping sticks.
my wife's 2007 Camry used to pop all the way up and over the years it went to half way, then just unlatching.. a simple adjustment of the tension rod returned it to it's former behavior of opening all the way.
if yours isn't opening all the way adjust the tension rod or have the dealer do it. . it really isn't that big of a deal to do.

Just an update , at the time I originally wrote this I wasn't sure if Lexus actually replaced both axles or not . I'm picking up the car tomorrow and they did not replace them . My case has been elevated to dispute resolutions and I should get word mid week as to what will happen to the car . I will post a video of the sound when I get my car back tomorrow so you guys can hear it for yourselves
