Turning wheel making noise!

Hello, this happens only sometimes if I turn my wheel left or right slowly it would make a "GRRrrr scrubbing" sound almost sounds like rusted metal or metal sound. Is it because of lubrication? Should I spray WD-40 under the steering wheel?
