Default Need help identifying part

Recently, I had gone about a month without driving my vehicle, or even starting it simply because I foolishly had let my license expire and did not want to drive until I had renewed it. After jumpstart my RX300, I noticed something dangling by the radiator fans…stopped the engine and now I need to know what this is… it looks like it got pretty chopped up by the fans before I noticed this. It appears to have been bolted right above the fans near the hood latch. Please see attached. I’ll also upload an image of where it was originally bolted to (I assume)

Possible part number?

looks like a horn. There are two .. one operates with the center button of the steering and the other is the security alarm horn. This one looks like the steering operated horn.
