Has anyone found a good winter wiper blade that does lift off the RX300 windshield on the highway?

I use Anco Winter Wiper Blades. Anco # 30-xx, where xx is the length in inches.
The entire frame of the blade is covered with a piece of rubber so it doesn't fill with snow and ice.
They work great on the windshield, and they're about $ 8 a piece at the auto parts retail chain store (like Trak Auto). No problem with lift at highway speed unless it's a VERY windy day.
I would not recommend them for the rear window, however. On the 1999, a 16" Anco Winter Blade just barely catches the rear spoiler as it goes across. (In '99, the spoiler was parallel to the window, as opposed to the horizontal design introduced in 2000.) It works, but it makes a little ticking sound, and just the idea of scraping the spolier constantly didn't sit well with me.
The blade is also a lot "taller" than normal blades - it stands off the window farther. That seems to attract the brushes at the automatic car wash, and it made the rear wiper a lot more likely to flip away from the car in the middle of the car wash. Fortunately, the wiper arm and motor always survived such an incident, but after 2-3 times I took it off and went back to the stock wiper. The snow buildup in the frame isn't as much of an issue on the back as it would be on the front.

Boy, I feel like those were the ones I tried last year on my 2000 and that lifted easily on the highway.
Does the 99 have a different wind pattern on the windshield than the '00?

No, I don't believe there's any significant difference in the body style and aerodynamics over the entire RX300 production run. I had the same results on both a '99 and an '02.
It's certainly possible that my tolerance level for the blade performance might be different than yours. I do recall days where the blade lift was a problem, but I'm sure it was associated with high winds, particularly crosswinds. I don't remember having any issues on days with "normal" amounts of wind.

I've been using Trico winter blades the last two years on the front of my '01 Rx with no lifting problems. I don't see the need for one on the rear. The rear wing keeps my window so clean I hardly ever use the rear wiper.
