Question C-BEST Programming

Has anyone here tried to do their own C-BEST programming? I assume it is done through the OBD-II connector under the dash on the driver's side. I know there are cables available that adapt the OBD-II connector to the serial input on a laptop, but could one then "talk" to the car using a terminal emulator such as ProComm, etc? Would one of the many OBD-II Code Readers available on the market in the $100 -$150 range be able to access the C-BEST settings? Just wondering as I'd rather be able to change the settings rather than run to the dealer and wait.
