Roof Racks

I had removed the roof racks from my 2000 RX300. Now I want to re-install them, but don't remember what the 1/4"screws with the attached **** are supposed to attach to. Can anyone help???

There are square metal clips that fit into the groves in the roof. The thumb screws thread into flat bottom
third of this clip.
