Out of Warranty
Welcome to CL, johncharb!
If memory serves, I think there are actually two antennas there - one is a leg of the FM diversity antenna and the other is the antenna to be connected when installing the original deale-optioned cell phone.
Lexus really messed up with this option - while the analog phone worked quite well, by the time it got to market it was at least three times the price of the competition (something like $1200-$1800) and consisted of a handset permanently anchored to the vehicle. It was a case of the state of the art running away from the automaker so quickly they had no chance to respond. The lead time required to build a whole automobile is considerably longer than that to develop a new telephone technology.
A great product in 1996-1997, by the time it hit the sales floor in late '98 it was already badly obsolete. Rather than abandon the option, Lexus left the antenna in place, since once in a great while they would actually sell a phone.I I've heard from a few people who had Lexus phones and they were quite pleased with them - but I wonder if they'd compare so favorably today . . .

Part of thee problem was the frequency used by the mobil phones. Mid to late 90's the mobil phones started using frequencues that interfeared with the serial protocol,
