Can I move rear spoiler?

I think it comes off pretty easy with some screws on the inside of the door. The screws are covered by rubber caps. You could see how bad it would look and if it would need painting. At a minimum, you'll have to do something with the screw holes.

I did this two years ago on my 99 (never liked the style of that first spoiler) and now I have none.
You have to remove the screws that you can see (I think there were three) and then physically pull the spoiler off...I remember it was held in by some glue or epoxy of some sort.
You will need to fill in the holes with some rubber to prevent water or even the filler getting in. The fillter is the same stuff that auto paint or body specialists use to smooth over an area after damage (I think in the U.S. they call it body filler). That area needs to be smoothed out with the filler and then you can paint over it.

The 2001 spoiler definitely looks better than the one on the 99. I gave the old spoiler to my cousin who mounted it on the back of his 95 Vw Golf VR6 that you can see on my RX homepage.
Actually, people want to know where he got that spoiler since it looks better on his Golf than the standards spoilers that look similar to the 2001 type spoiler for our RX300s. Looks like we have a market for those old spoilers.
