DRLs are high beam at 1/2 intensity.

Possible operation of head lamps are

Low (off), High (off) [with parking brakes on]
Low (0ff), High (1/2 on) DRL
Low (on), High (off) Night time standard driving
Low (on), High (on) night time high beam on.
Low (off*), High (on) flash

* not sure if low is off, Hids take a while to turn on.

What you are looking for
Low (on), High (1/2 on) which is not available. Any special need for this?

There is also beam spread/focus issue with night time driving. For day time (DRL) use the focus & blinding effect are of little consequence.

For day time or night time driving?

For day time, all you need to do is add a switch for HID on while DRL come on by themselves.

For night time, it will not be easy and on top there will be an issue of beam pattern/focus (although the intensity will be less).

Sorry, cant help you. Maybe some one else can.

Or just intall low wattage high beam bulbs and turn high beam on at night [only when there is no oncoming traffic]. The beam pattern would still the oncoming drivers in the eyes (not as bright but can still be blinding].

The half-power high beams are not going to add anything to the low beams. Plus, you're gonna make most oncoming traffic want to throw things at you, as even though they're dim, they're still glaring.

If you have HID's, then you're not going to be able to tell a difference with the high-beams on at low-power. Much like the fog lights, with HID's, regular incandescents cannot compete.
