Default front wiper problem

Hi, I am new to this forum but i am hoping someone can help me out. My wipers went out a while ago and a guy who said he was a mechanic stopped to help me. He opened up the box under that hood that holds the wiper motor or whatnot. It looked like something came loose, whatever happened he fixed it in less than 5 minutes.

A week later i was driving, in the rain (ironic huh) and they just stopped working again. I drove to the nearest mechanic and he said i need a motor. I am not sure because when you turn the wipers on you can still hear them trying to move( a clicking sound). This also happened the first time they stopped working as well. Could someone give me advice or their opinion on what to do? Lexus wants $200 to even look at them, it's odd how they charge less to diagnosis your big engine but more to diagnosis a wiper motor that is much smaller. The tech there said it may not be the motor and it could be something simple. Well i would hate to pay $200 for something that was loose or only worth $50 and takes 5 minutes to fix.

Over the years with different vehicles, I have occasionally seen the nut holding the wiper arm come loose. Flipping up some sort of plastic cover and tightening the nut always solved the problem quickly and easily. Hopefully, this is what you're dealing with. However, it puzzles me that both wipers apparently quit at once.
