Impact Hammering stuck rotors?

It did... the rust didn't eat away the threads too much. Everything went flawlessly except for the Caliper bolt which snapped off when I was tightening it.
What is the suppose to be the torque value of the caliper bolt (the two bolts on the lower half of the picture below)?
