It's looking more like that 13 mpg is all I can get out of this truck for the short trips it takes. I really don't push it hard, I try to keep the rpm's below 2,500. it now reads 12.9mpg 14.4mph

I average around 16-19mph with city driving. I'm getting about 13-14 MPG. =(

I categorize filters as in line and in tank. Although the filter is always in line, but one is further down the tank, along the way. So in these if any junk enters the pipe gets trapped in the filter. These were more traditional where the fuel supply was syphoned from the tank, to the filter, to fuel pump which sucked the fuel to deliver to the engine.

In the tank filters are typically screen immersed in the tank. As fuel sloshes around the screen gets washed and basically the junk gets settled at the bottom (in reality slides around the bottom of the tank). In this setup the filter, is followed by the lift pump [both inside the tank] and then the long journey from the tank to the engine. These days typically you have another pump to feed the injectors.

The in tank filter has much longer life .. typically the life of the fuel lift pump.

The gas is formulated for seasons. Maybe some one will inform us which season gas gives poorer milage.

wow. that is horrible. I recently just changed my air filter and I have noticed better mpg and a change in sound. have you had regular service?! 13mpg is a crime..you're wasting our gas!
