Rear Toe-in Bolt Frozen

Tried to get my 2002 RX300 2x4 aligned today. Mech said the rear toe-in bolts were frozen. The bolt itself will loosen and can be removed, but the adjuster cams are will not turn either direction. Any hints as to how to get them loose or remove them?

Soaked them down with some kind of penetrant.
3' breaker bar with a socket on the end.
19mm or 22mm can't remember right now.....
This should at least give you some movement and figure out if its frozen on the sleeve or just stubborn.
If its moving some and twisting the bushing then it'll be tough breaking it loose. Might need a little heat just be careful not to burn out the bushing.
How far is the toe out anyway?
I remeber I had my rear toe set at 0.07 degrees.
