Adjust headlight hi-beam on 2000 RX

Adjust headlight hi-beam on 2000 RX
I found the gray plastic on the low corner behind the headlight, I turned both ways but there's nothing change. Do I have to brake it off to reveal the screw inside and able to adjust the headlight vertically down (for not to blind incoming cars). Thx,
