Default Vibration on floor along with growling noise

I have an '01 RX300 2 wheel drive with 114k miles. I have a noise that I've been unable to diagnose.

THE NOISE: The noise occurs most noticeably in certain speed ranges, between 35 to 40 and 50 to 60 mph. It's a vibration in the floorboards and you can even feel it in the gas pedal. It makes a growling type noise, similar to a bad a wheel bearing. Just as a test, I put the car in neutral to verify it's not the transmission. The noise was still present. I then shut off the motor, and the noise was still there. This made me think it's suspension.

THE OPINIONS: My mechanic friend says it's missing a hanger on the exhaust under the passenger seat area. He showed me two prongs together above the exhaust that he says should have a hanger attached to the exhaust.

I took it to Mieneke to have them weld on a hanger. They said they didn't know what the prongs are for but that the exhaust was fine and that if I added a hanger there it would stiffen the exhaust too much and the vibration would increase. They claim the motor mounts are bad. They demonstrated by placing the car in gear with foot on brake and applying gas. The motor would shift in the engine bay more than it should. Later when I showed this to my mechanic, he agreed the mounts are bad, that it shouldn't move that much, and it could be causing that noise.

Any ideas or opinions would be appreciated.

The motor moving could be the upper mount on the right side top of the engine. It stops that kind of movement. As for the vibration, I dont know. by the way that mount is easy to replace, and reasonably cheap.
