Front Suspension Noise

TSB SU002, 99 Dec 99, apparently addresses the issue of 'front suspension noise.' Can someone please tell me what that TSB says?

JAB- I don't know what that refers to but I can tell you for a fact, the most common front suspension noise is caused by wear and degradation of the rubber in the upper strut mount plate. The R side is the most common, but if you have a '99 i would replace both of them. When they get some miles on them, going over a bump or a pothole will wake the dead. Sure not going to go to sleep driving on a rough road. It is metal against metal.

Part 13 in the diagram, lower support (rubber), I like to use plastic hosing instead. I replaced my lower rubber supports a few times in Mexico and finally went to the plastic hosing permanently when I did my shocks. 11 would be the possibility (though I had no such issues when I checked mine and replaced my shocks in January).
