Water leaking from rear under car area

I've got a 1999 RX and recently the car was parked in my driveway for about 3 days after a rainfall and on a bright sunny day, I noticed water still dripping from underneath the rear area, around where the gas tank is located.
Closer investigation revealed the leaking was actually some sort of heat shield or protective skidplate to the gas tank which appears to have held the water, sort of cupping the water due to being on an incline.
I noticed this shield has a centre 2" wide rubber drain type plug and 2 smaller plugs on either side. After removing the centre rubber plug about 2 quarts of water came rushing out...
Anyone else notice this problem?
I have removed the 2 smaller rubber plugs for now and don't want to keep the larger one in the centre removed due to possible debris that could accumulate.
Seams like a strange design.

Do you have a picture of this?
I think I know the general you are talking about, but would like to see the specific area if possible and I'd check the one on my own RX as we have just gotten some rainfall here, too.

Lexmex, thought you of all people would have a pic of the rear undercar area in your collection of car pics. Sorry I have not gotten around to taking pic with camera and uploading it will do so within the next couple of days

I've tried to point to the area in the photo I was refering to in my earlier post. Your pic along the top shows one of the smaller drain holes covered with a rubber cap and the middle larger on in the centre of that metal plate.
