Engine is having a hard time starting

Hello guys
Greetings from the Philppines
I am new to the forum and been lurking around a little bit searching for answers to the problems my lexus is giving me..
First of I have a 2001 US spec RX300. Drives great until i accidentally drove it on a flooded area ( its pretty common here in the philippines ) Broke 1 of the connecting rods. Ordered parts from japan. asked the mechanic to assemble everything back together..
Now here's the problem. after assembling everything.. The engine wont start with right timing marks.. being in the philippines we dont have a dealer to go to for repairs thats why i need you guys to point me to the right direction. The engine will only start if we use different timing settings other than the one indicate by the workshop manual. But when it starts it takes awhile to really start and engine is shaky with low rpm
Error codes are: P1135 and P1155 which points to afoxysen
Do you think its the sensor or the timing?? we really dont have a clue on how to set the timing correctly.
any advice would be awesome.. thanks

What workshop manual do you have?
I am not sure of the full Toyota range of vehicles in the Philippines, but the 1MZFE engine was used in quite a full range of vehicles, not just the RX300, http://en.wikipedia.org/wiki/Toyota_MZ_engine so there might be some hope there with Toyota.

It's more timing here, the A/F sensors should still go to a default mode here even if they weren't functioning right (hence the code).

i manual which you can download from the internet,
Update:
left my car with a friend who has a shop, they drained the fuel and cleaned the fuel pump filter.. it starts great now but after 15 mins or so it just suddenly dies... no error codes this time
