Buying another used RX300 - your choice from these options?

#1 (02 74K miles) is being finalized. $12700 out the door (incl 7% tax & title - so $11800). Took it to a lexus dealership for 40 pt inspection ($130). Here is the short report:
1. no signs of sludge.
2. Transmission oil is dark and burnt. Heard that many get this done at dealerships. No record of transmission oil change on carfax (would be there if they got it done @ dealership). So, I guess it was never done. Seller (Acura dealer) agreed to change it (have a mechanic who worked @ lexus dealership before; will ask them to use Toyota T-IV ATF fluid). Lexus dealership quoted $295 for the flush.
3. EVAP flush is recommended by Lexus. Quoted $210. Said it was really dirty. What is this? How much would this be to get this done @ independent or DIY?
4. Back brakes have only 40%. Lexus quoted $280. But I guess this can be done outside for $100 or so?
Seller only agreed to do the trans flush as he doesn't have any room to do other two.
At 72K (in Nov 2010), from lexus service records -
1. it failed the emission tests.
11/3/2010 -"Check engine and VSC lights are on. Code P1135 - oxygen sensor heater circuit bank 1 sensor1. Replaced A/F sensor bank 1 sensor1. Drove 8 miles. All monitors completed and no codes'.
11/05/2010 - " P1135 code in system. Check engine light is not on. unable to pass emissions. just installed new A/F sensors on 11/03. Code p1135 was not in current and all monitors were completed. Possible user error at other emissions bay or code may have reappeared after it was cleared and before the oxygen sensor was replaced (vehicle was driven only 100ft in that time). Drove vehicle in check mode with o problems. Drove vehicle again to pass all readiness monitors (icl oxygen sensor heater monitor). All diagnostic data showed car running normally. performed emissions test(passed) and handed passed emission cert.

Drain and refill is literally pulling the plug, it runs out then fill it back up. Not very efficient but seems to work best with the 300. The more adventurous owners will change or clean the filter occasionally.
Repeating the procedure about three times over a short period of time will get you mostly clean fluid. Repeat every 20k.

Do NOT FLUSH... If they are doing a flush for free but not a drain and fill ,then don't do it because doing a flush will most likely kill your transmission.

holy crap at those prices you shoulda bought mine, dealer gave me 13.8 it was at 78k 2002 coach edition grill, nav, prewired for subs, matching tint all around, rx330 wheels, and the bottom pannels were painted to match the top (with coach emblems), the leather had just been re-dyed, gen 4 nav computer upgrade, matts were 8 months old, all new wipers....come to think miss it whoever bought it is lucky
