my headlights are not that bright ...
Its a 1999 rx300.
I have hard time driving at night because the visibility of my headlights suck. Even replaced all the 9006/9005 bulbs.
Does anybody else have the same problem and what's a fix for this problem?

hmm well if the headlight are not fogged and if u have replaced those bulbs with good quality ones then maybe your headlights are not aimed properly...park the car in a dark area and see if the headlight is aimed to the ground properly. If not then u can adjust it . The manual should say how to aim it . carefully not to aim too high as to distract incoming drivers .
Or maybe ur battery is not in good condition? check with autozone to test ur battery condition

Not fogged up.
It may be the aiming.
Are highbeams supposed to be pointed at the ground? (my lowbeams are normal) because it aims sky high when I turn on the highbeam (example: to a top of a stop sign)
and could the batteries have affect on it as well? I don't know the condition but it's a lil rusty when I opened up my engine. Should consider changing it before winter comes in since I live in the Northeast

Illuminating the top of a stop sign with high-beams (depending on the distance) is normal.
There are instructions for aiming headlights in many DIY auto books (e.g., with markings on a garage door and a measured distance from the door, on a level surface), but having it done professionally is a good idea if you don't have the facilities and inclination to do it yourself.
No offense, but having an eye exam might be a good idea too. This could be an early sign of cataracts, or another eye condition.
