I'm really considering them from the feedbacks I heard from others. Since installing HID's on a '99 is a P.I.T.A.

i know people who have installed hirs and they said that they rather have hirs then hids just because hids have a different length bulb and mess up the output.
Today was awesome, not only did I get and install my CBI bulbs, but also my Toshiba HIR 9011 high beams!
Yes, the HIRs are definitely brighter and whiter without increasing glare:

For the price of an HID kit, you can have a PROPER halogen setup with 0 hassle of flickering, cheap stuff, glare, bad color, wiring, etc.
