Default Daytime Running Lights and Hi Beam Failure

Hello all, i have been searching and reading forum posts on both here and us lexus, and am at my wits end here. So i will give you the run down:

What does not work:

Hi Beams on both sides
Daytime Running Lights

Verified as operational:

All 3 relays in the front drl fuse/relay box
All fuses in the entire vehicle including both hi beam fuses in the main fuse box and the single fuse in the drl fuse/relay box
The dimmer switch on the steering wheel
The hi beam bulbs

I did notice a click when reinserting drl relay #3, and drl relay #4.....however when inserting relay #2, no click.

I checked the underside of the wiring harness and all wires were clean and free of corrosion.

Any idea what the problem might be? Normally i enjoy projects, but This is getting frustrating!

Thanks in advance, guys!
Cheers

Update: i tested all connections with a test light, and with the keys in my pocket, and all switches off, i have a light on 2 poles of the Relay #2 connection.

So this is definitely where the problem is showing itself. What is causing this? Shorted wire?
I could not see any wires that looked out of the ordinary, and all other lights on the vehicle work!

Thank you peoples.

I know you said high beam bulbs are known good, but I would double-check the high beam bulbs. That was the problem with mine.

One good high beam bulb is not enough for the DRL's. For DRL's to work it requires both sides to be good.

Thanks for the reply, i bought 2 new bulbs to be safe. There is definitely a grounded or shorted wire (or something), as verified with my test light and everything turned off.
