How does fuel pump and fuel filter work in a RX300?

I'm worried about my fuel pump and fuel filter so I want to know:

How do they work, how do they go bad, and how to change them?

P.S. I already read some things on the forums and I still don't understand! Please be nice to me and start from scratch

It might help if you told us why you are "worried" about your pump and filter.

I have a bad habit of running gas down when the gas light is on. And yes, I will fill gas when it's 3/4 empty next time.
