Cannot disable the alarm system
I have one single key a manual key no remote I have a new 12-volt battery that I am attaching when it is attached the alarm system goes off I have never heard it in my entire life horn hazards and lights. I pulled the horn fuse.I have unlock the doors manually I have put the key in the ignition now the key will not turn the wheels the wheel will not turn I do not know how to disarm the system
I have fun hope the new battery cable left it on the hook for 30 minutes and at that point we tried and put the key in attempted to turn it will not turn now 3 weeks ago the key would turn but today the key will not turn and the door locks will not push in lock I'm not able to lock any door lock

What you are describing sounds like the alarm system's kill-switch got engaged. Did you install an aftermarket alarm system on that car? I didn't know the Rx300 had an OEM kill-switch
When you open the door, do you see your dome lights coming on? or press your hazards lights to see if it flashes? If not, you might want to get a multi-meter and test the battery make sure it still have juice in it. otherwise check all the fuse and the main fuse to make sure it still has continuity.
The key you are describing should like its the Valet key aka grey key.
Otherwise bring it into an shop that deals mainly with Lexus/Toyota and see what they say. Could be a simple fuse that got short or your whole system went out.

Did you purchase the RX300 used and only have had the valet key? Did you ever have the master key with remote?
My guess is since you only have the valet key, once the battery was removed and reset the system, the system thinks you are trying to steal the car with the valet key, and you need the master key to stop the alarm.
