1999 RX300 loose spoiler?

1999 RX300 loose spoiler?
As a noob here, I need to ask, about my attached spoiler on my '99 RX300. Is it supposed to be loose that it can be rotated up? I've noticed it make a rattling noise when it's windy. I can't see how to tighten it down. Just asking.

First gen has had different spoilers. '99 had a slat (angled down to redirect flow) version and later they changed to a visor (straight out)
It should be firmly attached to the hatch.
For 99 Get on a step ladder and you can see cover over the posts that go from the spoiler assemble to the hatch. The two oval covers are glued down and once you remove them, you can see the screw head. Tighten them down .. [I dont have the torque]

There are three support points but 2 points are used to anchor. Each anchor has a bolt and a plastic pin. Bolt holes have an adjustment (oversized) for alignment and manufacturing tolerances. There is rubber piece that goes between the spoiler assembly and the hatch to prevent metal to metal contact. The rubber has adhesive on both sides and once the anchor bolts are snug there is no play between the spoiler and hatch.
Did your come from factory or was it an add on?
