Default Rear brake hardware orientation?

Does anyone know the correct orientation for the rear brake hardware? There are two that are larger. Not sure if the larger ones go up or down or on one side?? It probably doesn't matter much, but there must be a reason they are different.

IIRC the larger clips go on the bottom.
