A code P1351 has to do with the Oil Control Valves (OCV). If you will type that code in the 'Search this Forum' area it will yield many posts on the subject.

ocv code can cause 0300 to show up on all cylinders? i dont think i stated clearly enough what happened. cel has been on for a while, when i had all plugs and coils changed, as well as knock sensors changed...the cel came on with 1351...firestone said it was a sensor and the screen was dirty...nothing to worry about. car has run excellent for 35k miles. better mileage, power, etc etc....stopped at my studio.loaded up artwork. went to leave and engine sounded different...loss of power and now a flashing cel....pulled into advance, ran codes...1351[still] but now all cylinders show 0300....what would cause all to missfire at once?

In March of last year, I had a misfire on cylinders 2, 4, and 6 all at the same time. Experienced loss of power. Codes P0300, 0302, 0304, and 0306 came up on OBD.
Local shop diagnosed a failure of VVT (Variable Valve timing) Sensor no. 1. Replacing it solved the issue.

If you have got a misfire going on multiple cylinders, I would think there is a good chance it has to be a major component they have in common.
In my case, I do not recall seeing that specific code (P1351) but I did read from some OBD2 code list site saying that this code on a Toyota/Lexus motor refers to VVT Sensor Range/Performance Problem (Bank 2)
