Crank, no start

Crank, no start
2002 Lexus RX300. Started normally, then just stopped and won't turn over now. Checked battery, has power. Checked codes, P1349. Replaced both VVT Solenoids. Still no start. Codes cleared. When moving from ACC to start, I get three clicks in engine fuse box. Checked obvious fuses. All fine. Can't pin down where sound is coming from in box.

Please confirm .. crank no start -implies-> starter is spinning the engine but the engine is not catching. More details in the Having problems start here sticky thread.

Went thru the sticky thread.. Checked for spark, I have spark. Battery is good 12.5V. When I turn key from ACC to ON, I get the noise you hear in the video. I checked the starter relay with an ohmmeter and it seems to be functional. I still have to check for fuel.. no Schrader valve on this car though. Tried the holding pedal down thing, no help.

I was unable to access the attachment.
Confirming spark is good as we can eliminate lot of stuff.
Is the engine spinning at reasonable rate when the starter is working? Too much time between spark will not make the engine catch. Please confirm you are not getting any misfire codes .. at least 4 cylinders need to be firing to enable the engine to sustained run.
Fuel or lack of it can be verified by starter fluid (don't over doo it).

Crank has normal rate when spinning. No misfire codes.

That leaves us with timing (spark at the right moment)* and fuel + air.
Was timing belt changed that lead to this problem?
You can test presence of fuel by uncoupling the quick connected .. way below the brake booster [Plastic U cover -> 1/4 turn] ... make sure the fuel has no chance of coming near hot surface or flame or spark.

one can put the belt 360 out of phase with all timing marks properly matched

Sure... pls see attached. BTW.. any one know the exact location of the EFI relay (Open Circuit). I found an EFI 20 amp fuse in the engine fuse box, which looks to be ok but it is not a relay

Fuel and spark for sure to check- if timing was off but close I would think it would at least sound like it was at trying to start.
