OK, got a problem. Right front headlight on my 2001 RX300 no longer works. I have replaced the bulb, checked fuses and relays; to no avail. What can I check next?

I know I am adding work, but when in doubt and when you have 2, try swapping.... Put in the Left bulb into the right socket and the suspect right bulb in the left socket and see it the the problem moves or stays.
You can use test light to trace problem. Volt-meter although tests the voltage but they do not draw any current, so a bad connection has to 'break" before you see no voltage. You can rig pone up, but make sure you use 1to5watt bulb. You have to be creative and use the ground clip to test for proper grounding as well [do not assume ground is bound to be good]

I assume you are not talking about the high-beam. The high beam wiring is not hard tied to body/ground as relays configure them in series to provide DRL function.
