2003 RX300. Can't find Emergency Brake Assembly and Rear Brake Parts
I unfortunately had no idea until 1 year after purchase of this vehicle the entire emergency brake assembly and rear brakes were GONE in the vehicle. Dealer won't help me. It was not properly inspected the month before I bought it. Can anyone direct me on where to find all the parts? This has been a nightmare to say the least.

I don't understand the part about dealer not helping you. Are you saying they are not taking responsibility or not providing needed repairs at a cost that is acceptable to you?
Cheaper option:
Go to a local pick a part salvage yard. Take your tools and penetrant and bring home all the parts.
Costlier option:
Go to online Lexus parts retailers and find and order all the parts you need.
Before you limit yourself to the wheel assembly, please make sure the cable from the pedal has all the parts to reach the rear wheels too.
Side note: Vehicles in my county are tested annually for 'road worthiness' and parking brakes need to be in order. When a dealer sells you a vehicle it is supposed to be in road worthy condition ... and the dealership at times does the State inspection. You may have a recourse if you use this legal requirement to get the fix done by the dealer. Since it has been a while since the sale took place it might be contended by the dealer that the parts were removed after sale. [Good luck with this]

PS: Pay attention to the backing plate. If you do not attach it at the right time, you will have to disassemble practically all the work [don't ask how I know]

Maybe it was a one-off but I tried to use a Centric hardware kit had to throw it away. The hold down pins and cups were impossible to assemble they didn't fit together at all. Not machined properly. FYI backing plates in Canada are 4 times cheaper.

Those kits don't include everything though. There is a parking brake lever, a shoe strut, the brake shoes, and of course the parking brake cable.
