Steering wheel lock not working?

My car has developed a clicking/knocking noise when you go off center on the steering wheel. It seems to be coming from right behind the steering wheel handle.
the car drives and steers fine. The sound exists whether the car is on or off, keys in or out. I could turn on the car and turn it all the way to the left or right but felt lazy.![Big Grin](https://www.clublexus.com/forums/images/smilies/biggrin.gif)
anyone had the same issue?
what I’ve noticed is that steering wheel will not lock when I turn off the car and wiggle it a bit. It’s a 2006 400h. I could’ve sworn it had a steering lock before but can’t remember.
EDIT: had to convert iphone video the avi for the website to allow upload. sorry for the bad quality. also, no comments about the steering wheel cover, it's not mine.

Hello,
It's a pretty simple mechanical lock, unlike in more modern cars with Start-Stop systems, chances are it just got jammed with something halfway retracted, causing the racket you hear when turning the wheel. It shouldn't be too difficult to take apart, the only obstacle being that the lock mechanism is held by shear bolts, the hex portion on them snaps off when the desired torque is reached to prevent any shady individuals from taking them out and defeating the lock, or at least make their, and now subsequently your life a little more entertaining..![Big Grin](https://www.clublexus.com/forums/images/smilies/biggrin.gif)
Below is a video on what those are and how to take them out. I do have my doubts that anyone will ever try stealing that car, so you may as well just use some regular bolts instead of shear ones, though if you really want to, Part Number for OEM ones is 45897-12020.

hmmm.... if it really is the shift lock and doesn't really have impact in my day to day driving, i'll leave it alone.

If it's something as simple as taking off the steering wheel and greasing up or removing/replacing a simple part, i'll do it.. but that youtube talks about shearing off. NO THANKS.
