Lexus Test Driver
The IG2 relay in my diagram above directly powers the coils on the +B wire and is located under the brake reservoir like you said(hoping that's where it is, haven't had time to look).
The OP(original poster) said he was getting +5V to the coils but never said on what wire.
For the IGF wire this is already the correct voltage but for the +B wire it is not the correct voltage.

Hey I feel like I may be making some headway. That's all thanks you you guys.
Know this I am truly appreciative. I just got a bit of info that may have a bearing here,
Trying to be polite I dont want to bore anyone, or stir up a ruckus, but...
I found that the C/OPEN relay is apparently bad. With an ohm meter set to any range I get no reading across ANY two pins. I say this only because it had no markings to indicate which pins are what.I will get a replacement later and see if there is any change.
Again I thank you for the help, I may not know what I'm doing but I feel like there is hope now.

Yah, the C/OPN relay controls EFI at least (looks like it gives it a ground).
Note you can swap relays around if they are same part no for diagnostic purposes. If you pull a plug and try to start do you smell gas?

It's like pulling hen's teeth to get info on this car.
Using my logic, which is the only logic I have...my next step is to check IG1 relay.
Not sure if it's relevant, but I replaced C/OPEN relay, and tried to crank it. The battery is low from all this, so I have it on charge now. Funny thing is that I connected the scanner, and it threw no codes this time. Maybe it didn't spin long enough? Still no power to coils or the fuel pump.
I searched for location of IG1 relay with no luck. Not giving up though...

Hey hope your friday is better than mine.
Above my left foot is nothing but a flasher for the turn signals.
Behind the fuel door release there are three relays, 2 small blue, and hidden behind the loom is number three...
Three is much larger and gray.
Can you point out if any of these is IG1 please?
After replacing the C/OPEN relay there are some changes. First the tilt steering moves when you put the key in, and there is only one code for a coil, it says C
Evidently some circuit is powered that wasnt.
Now if I can only locate IG1
