(Under the old J1349) what Ford does is pick 3 engnies at random off the production assembly line, test those engines, average out the results, bump it up to the nearest 5 (common practice among domestic companies; some import companies don't do this and this is why we see numbers like 612, 276, etc.) and publish that rounded-up average as the hp/tq rating.
Now the problem with that is that it leaves a vast number of possible ways in which they can play around with the numbers. They can choose to use the examplary engines that put out the highest numbers to average them out, or whatever.
The new method, J2723, requires a thid-party certification, in which a witness is present throughout the ENTIRE testing procedure preventing numbers from being played with.

I think the Avalon is using the 2GR-FE without the S. I believe the S indicates "direct ignition". Both 2GR-FE and 2GR-FSE shares the same bore and stroke, but the FSE has higher compression ratio (I believe 11.8 vs 10.8:1) and the aforementioned addition of DI.
It am looking forward to see how Lexus is going to put up a marketing campaign for the RX350 without slapping themselves about the similar performance of RX400h. The new engine in the 350 is supposed to be way more powerful and also more fuel efficient compares to the 330 engine. The extra dollar for the 400h compares to the 350 will be harder to justify at that time.

Actually, my mistake here too. The S actually refers to Direct Injection as you mentioned, not Direct Ignition. Or, are they the same thing actually?
Why don't they just put the 1GR-FE engine in the 06, and call it RX400, and the hybrid stays with the extra h, so the RX400h will refer exactly what a 4000cc engine will make

Pretty sure they are different. Most engines have been direct ignition for a while now (ie: no distributor or separate ignition coils). With direct ignition the coil resides right above the plug it is going to fire. The direct injection uses a high pressure fuel system to inject the fuel right into the combustion chamber vs. mixing it with the intake air on the way in.
