For years I'd driven white company cars, making my personal cars a rather colorful collection - yellow, red, gold, blue . . . Several in a pool-table green. Well I had a Travelall tow vehicle repainted in Lincoln's "Wiimbledon White" because it exactly matched the hull of my boat.

I loved the "Golden Pearl" on my RX 300 - that had just enough "pearl" in the finish to keep it from looking like something with a "Kenmore" nameplate on it. A family friend had a similarly turned-out ES 300 with chrome rims. It was a beautiful car - made my RX look a little dowdy - so some custom handpainted pinstripes fixed that nicely. A few years later our friend wrecked her ES and replaced it with an ES 330 - this time it was WHITE WHITE, but she didn't opt for the chrome rims this time - it's still a good looking car, but those chrome rims would have REALLY set it off.

I agree that the chrome also looks GREAT on a black car, but on most any color in between, it's a bit . . . gaudy? Maybe the black or white just needs a little flash that most colors don't.
