You can't really see it looking down at the glove compartment. Place your hand on the black plastic strip to the left of the opening and move down until you feel the button.

It's really a master on/off switch. You can't use the power lift feature of the back door unless this switch is on. It's located along the frame of the glovebox as 32kcolors mentioned.
The 2004 manual is really over-cautious, as they recommend turning this switch off before entering a car wash. True, it would suck if the liftgate tried to open while being washed! But I think you're safe as long as no one is playing with a remote during that time.

Everything in and around that glove box is flat black, so if you are looking for this switch, a flashlight is a big help, even in the daylight.
If you have little kids in the car all the time, you might want to use this switch to disable the power open/close feature just for your peace of mind. That's probably what it's really for, since I don't think it operates when the car is moving, and the dash button will not work if the ignition is off.
My SC430 has a similar switch in the same place to disable the convertible top so the valets won't play with it while you have dinner.
These Lexus guys think of everything.
