Sprayed-on foam in rear wheel wells

Sprayed-on foam in rear wheel wells
In the RX350, the front wheel wells are completely surrounded with black plastic covering and the rear wells half covered with it (towards the back), but the other half is exposed where you can see what appears to be sprayed-on black foam. When I picked up the car, I noticed a few white speckles which are exposed fillings of the black foam. It kind of gives a nice sheen like shiny rubber just treated with glossy protectant. However, over time I see more and more of the white speckles and it's actually extremely fragile. I ran my fingernails over it and the foam comes right off exposing the white filling! I like clean wheel wells on cars but now I'm afraid to wash that part of the well.
I've tried looking in other RXs but they all had dirty wells that have browned so it's difficult to ascertain it. I guess these owners are as bad as 745i owners who almost always drive with dirty rims.
Has anyone noticed this problem on the RX350? Is it normal or a manufacturer defect? What can I do to clean that area without contributing to the deteriorating of the black foam?
