The newer cars actually start up with higher RPM than the old days. The higher RPM helps with faster engine warm up. The faster an engine warms up, the faster it will reach its max. Fuel efficiency and lower its emission.

Yup, hence you have the charcoal cannister to absorb the bad gases on a start.
