I was at the lexus dealer parts dept. a couple days ago and on the counter there was some stuff to use with touch up paint. I guess it was to remove the brush strokes and excess touch up paint after you apply the paint to a scratch.
I read the directions on the bottle and it said to apply the touch up paint to the scratch- once dry, apply the stuff in the bottle to the scratch, then once touch up paint is softened, remove excess paint with the plastic razor blade provided. I assume the touch up paint you are referring to is on the body of your car. So this stuff will probably work for you. Before seeing this stuff I would have suggested using a fine rubbing compound, and then polishing afterwards, but if done incorrectly that may dull your existing paint.
I have no clue what the name of this product is, but if you'd like you can call Crown Lexus here in Southern California, and ask them what that stuff sitting on their parts counter is called.

I have to pick some up myself and figure the lexus dealership will not be the cheapest place to get it...So after Googling it I found their site
http://www.topoftheline.com/scuff-remover-touch-up.html
I've never tried it myself, hope it works.
