That's what they do, replace the assembly. They do not spend time debugging components. I guess that's the rule. I am pretty sure the defective components are sent back to Lexus-Toyota for evaluation.
Why are they replacing the right mirror if the drivers mirror doesn't tilt fully?
When I reported the drivers tilt to my local dealer, we check three RX's in the lot and they all behaved the same way.

How much less does the drivers mirror tilt compared to the passenger side? When I had my 04, the drivers mirror appeared to tilt equally as much as the passenger side. If the drivers side did tilt less, it wasn't dramatic enough for me to have noticed it. I owned that car for nearly 4 years and it always appeared to tilt as much as as the other side. I guess it is possible I never noticed it, but when they did tilt down, I couldn't see behind me much at all, mostly just the road on the side of the car on both sides. I'm only 5'4" so the mirror would have to tilt further down for me to see that angle.
I too am interested to see if the new mirror the OP got will fix his problem. I would be surprised if Lexus is willing to replace the entire mirror if the operation is normal.
