i have same problem but high beam switch pulled back turns on low beam then pushed foward no high or low beam.

interesting. So u have no head lights at all on normal switch ? Check the wiring diagram.

is it the case that most cars disable high beams when fog lights are on? I thought that was how one of my old Mercedes worked.

Yes.

PS: I would always start with bulbs replacing if high/low beam doesn't work.
